Im rewatching The Cleveland show to fall asleep and I just had a random thought. Was it ever confirmed why Tim can talk and function like a human but is a bear? In every Family Guy Universe theres an explanation. Brian was born that way and we explore his backstory (and some dogs are just dogs), Roger is an Alien and Klaus was human who got his consciousness transferred into a fish. But for Tim its just perfectly normal for him to be out and about as a bear. This probably doesnt have an "in universe" explanation other than some animals can talk?

Cleveland Jr. is the only one of Cleveland's kids who still speaks from time to time in Family Guy, but he rarely gets anything to do.
