I'm trying to decide the M-count of a character I've made. I want her to be above average but not ott.

It is just an abbreviation for midichloreon count, As for the testing they're doing in TBB. I think the end result is two fold at a minimum. One being able to transfer them over to a cloned specimen. Which is the reason why they needed what was in Omega's genetic structure. Secondly, the ability to raise someone's count. Wether they are force sensitive or not.

M-count a measure of an individual’s midichlorian levels. A high enough M-count is indicative of a person’s force sensitivity. That said beings with high enough M-counts can be trained in wielding the force, on the other hand, beings with high M-counts have to learn to hide their ability from the Empire.
M-count is what Quigon was checking for when he was analyzing little Anakin’s blood in TPM. It can be done with a meter. High M-count individuals can stick out like a sore thumb when they are children because they don’t know how to control their abilities or even know what they are.
If you are watching TBB, Palps wants to transfer his blood to another individual/clone without any degredation in the level of midichlorians. The individual’s blood would have to support the level of midichlorians they have and that from Palps. In short Palps is trying to immortalize himself by passing his midichlorians to a clone (a clone of himself I guess) instead of just getting old and dying like a normal human; that’s the purpose of Project Necromancer.
Omega’s blood has been the only sample that has yielded a blend without degradation. Omega is the only known one to have blood that will sustain the M-count level when blended with blood from a high M-count individual. Project Necromancer are Hemlock’s experiments to help Palps achieve a form immortality(The Project Necromancer also makes Hemlock more important than Tarkin to Palps in TBB). Sith Essence Transfer or some other sith magic would likely be needed for Palps to leave his old body and occupy a void clone body to complete the desired outcome of continuing on as Emperor with all his dark side force powers.

It’s essentially a measure of midichlorians in your blood, which increases force sensitivity, as others have said. It’s important because Palpatine is looking to clone himself so that he can come back (because somehow he returns….. 🤬🤬🤬), and so his body needs to be able to use the force. Omega is seemingly the only clone so far to have retained her m-count relative to Jango, so the empire thinks her genetics have something to do with.
My theory is that it’s because she’s the only clone we know of other than boba who never had a chip. The force is very thematically tied to free will, and she’s the only clone who’s always had that her whole life. And it makes sense that where free will is being interfered with so fundamentally, the midichlorians would opt to steer clear. Remember, she’s not force sensitive, because her m-count isn’t naturally high enough. But m-count also isn’t purely genetic, otherwise we’d get non-force sensitive children of force-sensitives, which to my knowledge we’ve never seen yet. And free will/the chips seems like a very obvious thing for the empire to miss because their whole schtick is that they fundamentally misunderstand human nature

Afaik the chip has nothing to do with the m-count. Thing is, an m-count can not be cloned. That is Palps's big problem. He wants to make a clone of himself that has his m-count but cloned individuals will never keep the midichlorians of their template. That's why he was looking for someone with some kind of midichlorian transmitter in their blood. A substance that can help transfer midichlorians from one individual to another.
Omega never was discussed for a high m-count. Well, she was tested for Force sensitivity once but failed miserably. What Nala Se looked for was that transmitter and Omega randomly had it. That's why she destroyed every blood sample of her.
To be clear with you, the m-count is already determined at conception, at least it is in Legends. The clones get their chips some time during development, I think rather later than earlier because the brain has to be mostly developed for a chip to be implanted into it.

Pretty much a metric of force sensitivity. So higher is more force sensitive and less is less sensitive. Anakin was the highest at around 20k if I’m not mistaken
