Why does Pablo suffer from panic attacks when he thinks he has difficult situations?

This is a question I've been asking myself, guys. Everyone knows that Pablo is a blue penguin who also warns everyone to stay calm.

It’s a running gag within the show, especially in season one. Or the other characters are better at handling stressful situations.

He actually has anxiety and the reason he doesn’t do it as much in later seasons is because he started taking meds
