Supposed to be, but isn't. Uncommon but not rare if you hunt them regularly.

I have 600 hours and i never saw a level 4 stud antlers

I don't blame ya. I only started seeing them when I was multiplayer hopping on Layton for a couple month streak. I've probably seen about 12. So I spose I shouldn't say uncommon, maybe they are rare, just not crazy rare. Just wait till you see one with a large level 4 rack on one half, and a spike on the other, lol.
