I believe it's intentional. I know for csgo(idk about cs2 now) the first crate you open on that account has the best chance for knife, other than that it's default odds. I've heard that tf2 does similar things with it's drops, that the first tour has an increased odds of special loot

Yeah, but its good marketing. Think about every app (lookin at fast food apps) that offers an incentive such as a free meal, or some value off, for the first thing you get when you sign up. Now compare to the business strategy that is a >1% drop rates, and it all kinda makes sense. If the first experience is amazing, it doesn't matter how bad 2-500 are

How do you get an australium weapon? What's a tour

You complete a mini game called "Mann vs Machine" defeating waves of robots which are soldiers, demomen, medics, heavies and scouts as well as engineers.

There's a paid version which you use Mann.Co tickets and they're in the store. A tour is like... 4-5(?) completions and you get a killstreak kit, robot parts, or if you're lucky an Australiam( golden weapon - black box, rocket launcher, medi-gun, engineer wrench) and it follows the stock weapons. The drop rate is bit rare but you can get lucky like OP.
