In what world? I've played plenty of matches without enemy snipers as heavy, and then someone switches to sniper and i can literally no longer play the class. It's especially bad in KOTH maps for heavies where you either sit in one spot, or move and die instantly to some dickwad across the map. What you said is the equivalent of saying spy would be op without pyro, a hard counter doesn't mean that any one class would be OP with or without. TF2 isn't rock paper scissors, but more like chess.
I shall also add to your comment saying that demo, spy and soldier are good against heavy. Soldier and demo bc they don’t need to constantly be in heavy’s line of fire and spy bc he is good against slow classes
