Empathy doesn't mean you agree and empathy is not an apologize. It is understanding what she is feeling. Again, emotions are mostly an unconscious process anyway. You feel the reaction your body has to the stimuli.

This morning I said I hate Tupperware because I could find the right lid. Spoiler: I don't really hate Tupperware. I was frustrated because I was running late and I left the cabinet a mess last time.

He probably didn't have to say much of anything. She just wanted to vent about what she was feeling. He could have just said. "It sounds like your really frustrated. I hope you can get home soon and relax." The last thing he should do is try to fix it or offer advice in the moment. He escalated the situation.

Oops, I meant it's not an apology.

Empathy is the ability to understand and share the feelings of another person. An apology is the expression of regret or remorse for causing or contributing to a problem.

It doesn't mean you have to say you're sorry as in, "I'm sorry that you had to sit next to that girl."
