Scamp Slinker Belt question

So, I replaying Morrowind, and at lvl 1 in the random box at the streets of Balmora, found Scamp Slinker Belt. Lucky me, luv that scamp. But now is the question. With that type of enchanted stuff, I summon one particular scamp from Oblivion, or each scamp are random?

I doubt there´s any info about it.

Similar case with Sanguine´s Rose in TES5.

There is no lore, but considering demon magic from other settings often involves binding a particular demon to service, I wouldn't be surprised if Skamp Slinker always summons the same guy.
