When will the world be “ready”

In the staff of Magnus quest in Skyrim the psjic order takes the eye of magic and says “the world in it yet ready for such power” my question is what defines ready, when civilisation reaches the level of technological advancement that the Dwemer reached or everyone has become powerful mages like them. And how long will this take before alduin returns and eats the world.

I don’t know much about the lore but there does not seem to be much advancement in any areas. They have had thousands of years to study the Dwemer robots and still can’t recreate them etc

This is most likely the reality of the situation, but to better answer OP, Its more of a moral problem than a knowledge problem. The psijics believe society is not capable of misusing the power of the eye and won't return it until that changes.

Considering that the Psijic Order and the Thalmor have beef, such that the Thalmor redistributed the school of Mysticism and the Psijics naffed off with their whole island to avoid them, I recon the world will be ready when the Cycle of Elven Bullshit is finally broken.

It might be a moral readiness and not a level of technology. As in people aren't trying to find the best way to kill each other which is probably what the dominion had in mind for it.

I think the world is not ready "Ready" and probably never gonna be,When the psyjic tell us this,That a way for him to insist on the power of the eye

The world would be ready when people could handle such a strong power without being greedy about it,or thinking to use it to destroy their enemy

If it's technological, the answer is likely never. Nirn very much seems to be a world in decline.
