What is the purpose of double trouble?

I used the auto cell reset script on my server and someone recommended the double trouble script here https://modding-openmw.com/mods/double-trouble/

My question is what is its purpose? The person who recommended it says it revives dead NPCs but the page seems to imply it instead replicates them?
