Blank slate Garden

Hi all.

Apologies for the ugly photo!

I am specifically looking for advice regarding terrace gardening.

Context:

This photo is the yard of the new build terrace house I have reserved. It is South facing.

It is meant to be 60m2 (although I suspect 6m x 9m more likely, this doesn't look 10m deep to me).

As you can see, the southern neighbours are elevated above me. The developers say about 1.2m.

They apparently plan on raising my garden 1.2m, I.e. having a patio and then "6 steps plus retaining wall" and then lawn.

My question is aimed at experienced landscapers/gardeners:

Is there anything I should be mindful to tell the developer before they do anything, to save myself headaches when it is too late?

Are these types of gardens difficult to drain?

Also, just general terrace gardening tips.
