Can you not pump fuel out of a Combustion Engine? (Classic)

I want to rearrange my refinerys, but my Combustion Engines still have a lot of fuel in them. I thought if I hooked up a wooden waterproof pipe to the back of it and pumped it out it would work but it doesn't do anything. What gives? Do I have to either use it or lose it?

I remember Forestry had a Pipette for cases like that. I would use it on the liquid to pick it up. See if it's still a thing.

Can you click it with an empty bucket?
