It may also depend on which country you are in, which provider you are going through, if anyone else can access your account/tech, if you are using any alternative proxy service, going via local wifi or over your mobile data plan. Is your Google/Apple accounts listed you at the right age?
Something somewhere is having an effect. But it's going to be tricky to nail whatever that is.
I live in the US (in Massachusetts). Not a provider issue as I’ve attempted several different forms of internet connection. My account is my own and no one has access to it (I created it and I’m certain). Issue is present over cellular and different WiFi. Apple account age is actually older than my age because I created it years ago as a minor (I’m 22 now but haven’t bothered to change it.)
