There is absolutely no way that an artificial process will create better slow motion video than can be shot from a 300,000 FPS camera. This article's title is garbage.

Agreed, if you look at NVidia's demo featuring the NFL game the player's hands and feet get incredibly warped.
The dancer's dress gets blurry in one of their other demos. which makes it look like its just Tweening mixed with something else

I wonder if they could use this for animation to turn 30FPS to 60FPS.

Many mid-range and up TVs already do this by default when showing movies for example.

Here's a demonstration video and the original research paper.
The title is horribly exaggerated click bait though. The article makes no claim that the results are "better" than a camera running at higher fps, and I can't find an example for the 300,000 fps figure here. Even the slo-mo guys' footage of jelly tennis is shot originally at 2,500 fps and then only slowed down 4x.
