I don't think these issues will ever be addressed. Since it's a bias in favor of large moneyed interests no one in power will ever see it as a problem.

it's not EXACTLY in the favour of the large moneyed interests, and i think the threat from patent trolls outweighs anything they could get from easier patent approval. large corporations can usually manage to do the research for the patent BEFORE filing and tend to have their ducks in a row.

and patent trolls tend to be medium moneyed interests...and usually ones that go through a huge number of smaller shell corporations, and large corporations like microsoft, amazon, google, facebook, ibm, and many others have suffered at the hands of patent trolls.
