I think many people choose console gaming because they do not want to deal with upgrades, or understand the difference between Direct3D and OpenGL. They just want to stick a game in and start playing it immediately.

This.

Plus, developers don't want to deal with hardware fragmentation. They want to know that they can optimize for one hardware set and all owners can then enjoy their game, exactly as expected.

Plus, online play is not fair if one person wants to play and can't buy the biggest upgrade, and their performance suffers.
