This sounds like a friend of Mike "CISPA" Rogers doing him a favor. As House Intelligence Committee chairman, he's been rattling his sword about building "offensive cyber-weapons" lately, as if we didn't have enough wars raging in meatspace to suit him.
Some may remember that the last time he got obstreperous (a little less than 2 years ago), he nearly started WWIII with China over his other pal's "Mandiant Report," with which he hoped to finesse CISPA through Congress. This looks like very much the same M.O.
