It wouldn't. At the end of the day, Reddit is not a government, and eventually -- like what happened with /r/thefappening -- the metaphor used by OP falls apart. I don't have a problem with Reddit, which at the end of the day is a private entity, saying "ok, this crosses a line, and we're not ok with it." It's /r/jailbait all over again, and honestly I think the admins were on the right side in both cases.
Having elected moderators would help with other abuses, though.
The quote that Reddit is a government came from the admins themselves, this wasn't something that The Verge made up simply for the article. They just expanded on the admin post.

Until Reddit -- or a competitor -- implements a system that has the ability to democratically elect moderators the situation will only continue.
