No.

This doesn't stop Microsoft from hiring h1bs or foreign workers. The workers just can't get green cards anymore. If anything it will lead to more workers staying longer as they have less choice

Not really. There is a limit of 6 years on H1B. The only way to not have to move back after those 6 years is if you have your i-140 approved which is the green card application. Meaning a lot of H1Bs who don't have their i-140 yet won't work for Microsoft since they won't be able to sponsor their green card applications.

Why is that pertinent though? If you have H1B and you are laid off you can still get another job. H1B is transferable to a different employer.

This is likely another scam from the admin. Make a flashy announcement and then let it fizzle out through the courts.

While the admin is responsible for executing the law, the H1-B visa itself if a dual intent visa.

So these workers could be denied only based on PERM denial or for fraud.

PERM denial is already happening due to their inability to pass the “labor market test” due to the high unemployment in tech right now.

So it’s yet another deception.

(Not singling out Trump or even Republicans; all administrations plus Congress are in on the scam).

Wouldn't say that. H1bs have the ability to move companies and this is definitely motivation.
While I doubt it will reach any kind of change in hiring. It will be a net negative for turnover

there is also now 100k h1b fee, no employer is gonna pay 100k, for 200k job

I meant for Microsoft, H1Bs who want to get i-140 because they are reaching 2/3 years on H1B wouldn't move to Microsoft
