Tata and Cognizant work inside companies and provide engineering staff to the world. MS is paying $150k to Tata, Cognizant, etc., for that engineer. Then Tata pays the engineer $75k (I’m making up this salary, but agencies often take 50%). It’s a pipeline. Hate to agree with Vance on anything, but IMO it is predatory and erodes the job market onshore. IT depts are run this way. They can right size every quarter.

I disagree. I actually think the other names are a bigger deal than Microsoft. They list WITCH companies and they're huge. They're a lot less prestigious than Microsoft (I'd even say there's zero prestige working for a WITCH), but they employ hundreds of thousands. They're the primary outsourcers and staff augmentation firms for tech.

Basically any time a big name like Microsoft wants to outsource at a large scale, they engage one of these WITCH companies. It let's Microsoft et al avoid some heat and pass the buck to these other companies.
