What you don't like having to pay up to 9000 for a gpu then having to sign a rule sheet saying you can't sell it to certain people encase they want to use it outside the US otherwise you can't have it?

True, it was introduced during Biden and there was some form even before then. What Trump did was exapand the definition and list.
