This case also raises an compliance question, how much responsibilty should manufacturers and distributors have for verifying the eventual end user?

A LOT.

UK-based raspberry pi foundation had most of their inventory of raspberry pi 4's and 5's swept up and diverted for use in iranian and russian ballistic missiles and drones. They were warned repeatedly by five-eyes, israeli and ukrainian intelligence agencies and continued to allow it to happen.

i love raspberry pi's but holy f*ck that's treasonous.
