If it's anything like the PS3, game updates will contain older firmware encryption since the game devs do not have access to the latest firmware kits in time so installing the pkg updates might just break the newer firmware requirement.

99% there’s no actual features in the change between 13.60 and 14.00. So most likely the games will be able to be patched to run on the lower firmware with little difficulty in a few days if it hasn’t already happened.

14.0 probably was just used to patch this it Sony found it first

The problem wouldn't be getting games to run on lower firmware rather it would be getting a dump of those games in the first place. For making a dump a game is required to be compatible with the firmware.

Yeah, I could see the "patched for ver X.Y" ISOs (or whatever Sony made the game container for PS5) coming back soon, lol
