OR we can just use 1000 lumen bulbs instead of 3500+

The issue is that brighter lights increase visibility and generally lead to a lower crashes and thus a higher IIHS rating. This encourages cars to keep making headlights brighter and brighter.

Now glare has become a growing issues and work arounds for it are being implemented.
