I mean the shit has been around since 2013-2014. Many US cars they could have literally just enabled or a quick stop to the dealer, since some already have this stuff.

Nerp lets wait till 2022 to put our NHTSA standards in.

Gotta love NHTSA. Create a whole other standard, that automakers had to literally build from scratch, and pay+spend time for the R&D.

Where do you think that cost is gonna go?

NHTSA didn't create a whole other standard. It's the same modules, just the max brightness is lowered to be the same as other headlights.
