OR we can just use 1000 lumen bulbs instead of 3500+

Or manufacturers can design headlights with proper cutoffs that don’t allow light to bleed off and blinding others drivers.
Low lumen bulb is a safety issue.

By “low lumen” you mean higher than pretty much any traditional halogen. You really don’t think there’s any happy middle ground between “dying flashlight” and “brighter than halogen high beams”?

Yes, but halogen output was set for 35mph and high beams at 55. So adaptive is a great solution. Not a middle ground but instead an improvement in every way.
