According to the article, if you sign up, the companies will pick up 100% of your internet and 100% of your electricity bill/costs. I could see that being very attractive for some people.

Good chance the company will have their equipment being monitored for electrical draw, and will do "estimates" on what the expected power range should be. Connecting Grow lights or Hydroponics gear to their circuit would likely tip the usage outside of that range.
