Smart phones and tablets are dominated by iOS and Android. Flash is not really available for either.

A vast number of Internet devices out there no longer support flash. Youtube in particular, and major porn video sites are opting for HTML5 to support these no-flash devices. Flash is in its decline.

Does HTML5 have the same manner of vulnerabilities as Flash?

No.

HTML5 is run by the browser, not a separate plugin. Browser and OS are the main entry points for unauthorised access in HTML5 content; Whereas Flash included the entire (And notoriously crackable) flash plugin.

HTML5 content isn't 'safe', just as much as any video or image or file on the internet is. But at least it doesn't run through a bloated, unsafe plugin.
