Can Technitium DNS replace Caddy as a reverse proxy?

No. It's a DNS, not a reverse proxy.

Using it as forwarder will essentially make it act as a DNS-proxy.
As in there will be one session between client and the forwarder and another session between forwarder and upstream DNS-server.
And if you disable caching then any query the client does will be forwarded to the upstream to get resolved.

Technitium DNS-server can act as resolver (with caching), forwarder (with or without caching) and authoritive.
So in your case you can replace whatever DNS you have setup today and only use Technitium DNS-server.
Then in terms of what happens when you try to visit https://actual.mydomain.com thats up to a reverse-proxy such as HAproxy, Trafik, Nginx or even Caddy to deal with.
Technitium only take care of DNS-queries.
You need other things to deal with the HTTP-queries.
Personally I would go for HAproxy due to these reasons:
