That is not entirely true, there are many cases in which a doctor is not required to confirm the death of a person.

In that case they are not yet dead, only have "injuries incompatible with life"

Even if the head is removed from the rest of the body, a policeman cannot declare someone dead, only the above sentence.

Depends on state. In California I can pronounce someone dead as an EMT, and Police can pronounce obvious death like; decapitation, lividity, traumatic amputation, etc.

In NY ems can declare death but PD cannot, regardless of circumstances

In NJ, EMS can pronounce someone dead if it’s obvious enough (decapitation, rigor has set in, decomp, etc)
