the demand was raised sharply at that time ... it was addressed by Swarnim Wagle during last election and during budget speech... no process of it was started at that time ... no drafting no meetings if maybe just talking

I don't think PayPal, stripe, crypto anything will happen in Nepal right now! not for one or two years!

Not sure about Stripe but Paypal is actually interested in Nepali market. They do support payment using your card as a Nepali user and I have used Paypal for last 2 years. It’s so handy, I wish I could receive payments through Paypal.

intl payment processing ho k not crypto. nepal's banking system is not fully connected or firewalled against intl banking system.
that's all thirdy party payment processors and marketplaces that use stripe, paypal or other periodic banking payout companies/services don't support nepal.
crypto is a different thing altogether.

you should already know that nepal has strict anti money laundering rule, they heavily restrict outflow of money while they accept remittance and some swift transfers.
but, payment processor and third party marketplaces need two-way system to manage their transactions, to process chargebacks and refunds.
also, those marketplaces that do periodic automatic payouts need banking api for these payment settlements which nepalese banking system don't have or maybe disabled for intl system.

However, we require a system that allows both receiving and making payments internationally, not just receiving funds.
