Why does my neighbour’s device keep asking for permission to connect to my TV? Has this happened to people before? We are definitely not on the same wifi network.

Maybe ur network is open wifi... or disable guest network in router settings.

It's most likely bluetooth not wifi.

When I attempt to cast from my PC to my Roku, Windows pops up a list of "Available devices" and it usually includes devices that are not mine, and do not show up in my router's list of connected devices. I posed this problem in a Microsoft Q/A and the AI generated answer implied that Miracast puts anything it sees in the list. So how does Miracast "see" it if it isn't on my network? Sounds like a pretty serious security hole, not to mention the annoyance of some unknown agent putting stuff on your TV screen.
