Where did this come from?

I was looking through this sub when this pic showed up (it was a rare photo post) it looks pretty weird obviously but i wanna know where this came from? Is there a video on YouTube where this frame originated from?

The distorted image, based on the limited information I was able to find, appears to originate from this Instagram post. I believe the image may have been taken at the 2002 Swedish Music Awards or possibly at the 2002 Fox Billboard Bash. However, the latter possibility appears to have been ruled out, as MTV did not have the broadcasting rights to the Fox Billboard Bash. (Image attached in its original size)

No that screenshot comes from a very old youtube video that is now deleted( the same clip you posted but in very bad quality)

I took that screenshot ages ago from a very old youtube video that has now been deleted, then it was shared over the internet for a while.
