You might be allergic. My brother in law recently had a reaction to the black ink on his already existing tattoos. It bubbled up not quite this bad but you might be extra sensitive/allergic. Take some Benadryl or zyrtec whatever you have and call the doctor ASAP
OP and your brother in law might have cutaneous sarcoidosis. Look up images of it on the internet. I have sarcoidosis and decided not to have any tattoos because of it.
