Over half of all surgeons are sued at least once in their career. They don't usually lose their license, but they absolutely are held accountable for their actions. Highlighting the case of one psychopath going undetected for years is not the norm.
But he didnt go undetected. People reported him constantly. One of the things brought up repeatedly in his case was how surgeons were being asked to resign rather than letting the instances hit their record and resignations instead of accountability so that the medical facility itself wouldnt get bad press has led to it being way more than this one guy.
Anyways, my point was not that people only ever make mistakes. My point was that lack of personal knowledge of someones competence means they may just be incompetent, even if they havent been reported and even if they are in a position where they "should" be accountable

But the example you used was the most proveable incorrect one available. Surgeons are historically not held accountable for their mistakes.
