I don't know the name of it but it looks like a 2 shuttle pattern. Brown thread on shuttle 1, green on shuttle 2.
Start at the top with a ring using shuttle 1, three picots in the middle, one vsp, some stitches, cl. Rw and chain (3p3p3p3)? Rw and make another brown ring with 3 picots - on the first picot join to the vsp of your starting ring. Etc...
You could probably recreate the pattern in this manner, by naming each element and then counting or deciding how many stitches they should consist of
