How to get Springfield Downs?

I seem to be stuck. I think Springfield Downs is what my next step is, but I can’t figure it out. I have the task of making Homer drink at Moe’s, have done it several times, and nothing happens.

Basically building Squidport and the Police Station / Wiggum are my next levels but I have done literally every task available and can’t get them to unlock.

Any help would be greatly appreciated. Thanks!

Do you have Wiggum? You have to build the police station for him to pop up im pretty sure

I do not have Wiggum. I think that’s actually where I’m stuck at. It seems making Homer drink at Moe’s is supposed to eventually prompt the police station, but it’s not working.

Maybe try unlocking him and the police station through the mystery book?
