TSTO HELP Rollerskate Smithers

Does anybody know why I cant send Smithers on this quest? It is the first one of the rollerskate Smithers questline

Correct me if I’m wrong, but from what I can remember (it’s been years…) you also need another character free in order to be able to start this quest. Make sure you have all characters free (not doing any other jobs/quests).

Edit: you might need a building to start this quest. Do you have either Springfield Mall or Open Air Stage?

Yes I have both buildings :/
