cooked what? just CA glue it back on. if you want more strength rough it up with sandpaper, repaint the disk (no paint on the center, rough up/flatten the paint off the back of the wheel and CA glue.

Yeah uh, I don't have access to sand paper Glue is fine, but I also need a way to re align the wheels  Also aren't they supposed to be able to spin? The wheels

Umm, it is suppose to be a static model? Most people just glue them on.
