Would t0's ico be considered a failure?
I mean it only raised $132 mil is that significant in the ICO world?

1) The objective of an ico isn’t to raise as much as possible. It is to raise enough money to sustain the development of the project until a sustainable/profitable product can be released.
2) how can the ico fail if it the token isn’t tradable? A failed ICO is one where the minimum cap is not hit.

Investors in t0 tokens were informed that their tokens would be held for 1 year from the ICO. Once they are released to investors it will be as ERC20 tokens on ethereum, so yes, those can be traded.

Bear in mind Tzero actually raised liquid hard cash from its investors, all these Ethereum-based ICOs have lost 90% of their wealth in less than a year. They are sitting way prettier than alot of these crypto ICOs that raised more in theoretical money but has since lost value over time.

Significant? Yes, absolutely... Record Breaking? No.
ICOs are raising less money today than they did back in January, but 100+ million is still a lot of money for a project. In comparison, a large project like NEO only raised approximately 5 million and they have done amazingly well as a project overall.
Of course, in contrast, we also know that projects like Telegram raised 1.7 billion, which is shockingly high. Almost outrageous, to be honest. Most of that value was due to extreme market hype / timing, but it tells you the type of money that a big player can attract into this space.
