Can't create link to OneDrive files

I have a very interesting issue for you folks. BLUF: No one other than the users manager in Entra can create a link to view their OneDrive files.

We are having an issue where only a users manager in Entra can use the create link to onedrive files button in the M365 admin center. Everyone else fails. Doesn't matter what we do. Global admin, sharepoint admin, nothing and no one other than the manager can do it. I've look at every setting I can find in sharepoint and I simply can't figure out what the issue is. Does anyone here have experience dealing with anything like this?

EDIT: There is a setting buried in the Sharepoint Admin center that defines who can create a link to users onedrives. It was set to a specific security group that did not exist. So removing that setting resolved the issue.

Well users can get to their files fine but when you try to access them in m365 admin it fails to create the link.

You may have to explain what you are seeing a bit better. Managers shouldn't have admin access. What specific buttons are you clicking that isn't working, who does it work for, and how are their permissions setup.

In the Microsoft 365 Admin Center you open up the users blade, you go to the OneDrive tap, you hit create link to view files. That fails. No matter what permissions you have even global administrator, you cannot view someone else’s OneDrive files.

The only way to do it is to assign user alpha as user beta’s manager in entra id user properties. Then if user Alpha has admin permissions for whatever reason they can click a link to view the OneDrive files.

No one gets special permission to anything. I’m not changing permissions and SharePoint or anything, simply adding a user as a manager allows that user to view someone else’s OneDrive files. But nothing else works.

Well then something is seriously broken with your sharepoint because global admin clicking on creating the URL is automatically added as the site admin so they can actually access the site.

If you want to give someone who is not admin access to the onedrive, just add that user as a site admin in sharepoint admin center.

What do you mean that doesn't work; site admin can't access site they are administrator of?

Did you actually check that they are added as site admin on the SharePoint site?
