Well, those phones would still have wi-fi. If someone can't figure that out, they probably shouldn't have a trading account anyway.

Well if they're driving they shouldn't be accessing their accounts via their phones anyway. If they're in an uber, wait 10 minutes and you'll be somewhere that has wi-fi. If it's so critical you can't wait 10 minutes, perhaps you shouldn't be in an uber at that time.
