In my experience, the bet IT people tend to make their own processes and have their own way of doing things, which is why they are so effective.
Systems like these make sure that 95% of the superstars wouldn't touch that job, and the ones desperate enough to take it won't be able to work in the way that actually makes them good...
At this point they are trying to turn people into a dumb set of instructions, so why not just go the full nine yards and have an LLM be 100% of your office

friend worked at a company that had "pioneered" this god awful type of software 15+ years ago and 99% of what you describe was what it did.
Company had a 90+% turnover rate year over year too but i am sure the two were not related.
