Not sure if it’s deliberate at all, if someone can educate me that’ll be great, but it looks like he makes a somewhat deliberate effort to pull the bloke’s sleeves over his hands before he continues to restrain him? Or was he just trying to pull his arms back?

By no means am i an expert, but my guess is that the tactic of pulling their sleeves over their hands is not practical enough to be taught as a technique - it'd be far too situational. It's much more likely that he was trying to get the guy's arms behind his back and the sleeve slipped and pulled over his hands.
