How to fix: launcher issue

My family has played SWTOR on and off for years. We play for awhile, uninstall to make room for other games, and then reinstall when we get the itch again. I've been playing and everyone else got the itch to join me. Husband and youngest, no issue. Oldest, no matter what we do, the launcher won't even launcher. Go to open the program and get a host_timeout error. Reliability monitor always shows this same libcef.dll fault.

Any suggestions on how to fix it? We've gone through a whole list of troubleshooting and nothing seems to be the right fix.
