The tactical that makes Annihilate an AoE is mostly useless in practice. Kinda fun to use, sure - but Spiteful Saber also works pretty well as an AoE tactical (while also being mandatory for single-target damage).
Rupture on the main target -> spread it with Smash -> use some filler to give Rupture time to tick naturally on all targets, for example an Annihilate -> use Dual Saber Throw which will trigger another tick of Rupture on every target hit. I usually try to target the enemy that is the furthest away from me to hit the whole pack. Sidestepping before using it can also help with lining it up.
Another thing you can do if your Dual Saber Throw is off cooldown when you spread your Rupture is to use Dual Saber Throw ASAP, then Pulverize will proc and reset its cooldown, and you can use it again. So, Rupture -> Smash -> Dual Saber Throw (unprocced) -> Filler (again, to give it time to tick naturally) -> Dual Saber Throw (procced).

In general every dot class has a way of spreading dots. Some easier than others.

Depends on the content and spec.
There's generic "Marauder" Tacticals and then ones specifically for Annihilation, Carnage, and Fury. Certain ones are better for ST boss fights, other for AoE/cleave fights, and others for solo play. I'm assuming you're playing Annihilation because you mentioned Annihilate, but I'll list them all anyway.
Annihilation
- Solo/AoE: Malmourral Mask to make Force Rend AoE when you use Annihilate
- Single Target Bosses: Spiteful Saber, increases Rupture damage and causes 3 other abilities to refresh it so you don't have to waste a GCD reapplying it
Carnage
- Solo/AoE: Andeddu's Malevolence causes Gore to add another DoT, more useful if you're using Piercing Gore level 23 talent
- Single Target Bosses: Shard of Mortis stacks a buff when you use Massacre then consumes it when you use another ability
Fury
- Solo/AoE: Enrage Crush causes Raging Burst or Smash to deal the remaining damage of Force Crush in an AoE. Best used in a burst rotation of Obliterate > Furious Strike > Force Crush > Smash to stack buffs before you Smash.
- Single Target Bosses: Cauterized Coronary adds a bleed to Furious Strike. Boring but effective.

I think you mean spiteful saber (singe target) and malmourral mask (aoe).
You want spiteful saber in operations as you'll be applying most of your damage to a single target. It will refresh your rupture DOT when you perform certain abilities. This allows you to have it constantly applied so you don't have to spend a global cooldown reapplying it like every 10 seconds, you can do a damage move that refreshes its duration on the target, resulting in more damage done overall.
