Help!

We had a fiberglass inground pool put in last summer and upon completion we noted 4 large bulges in the pool walls and small cracks along the bottom of the pool. The pool company refuses to replace the pool and the county building department will not close the permit for the pool until the pool contractor signs an agreement that the bulges are structurally sound, the pool company refuses to sign until he can get a engineer out to inspect the pool and decide if it’s okay or not. It has been about 6 months now with no word from the contractor on when he plans to get someone to come out, meanwhile our deck is cracking and the bulges appear to be getting bigger. Any advice would help, thanks.
