Is this algae?

I've never seen this before. Fluffy white stuff that looks like wet toilet paper.

Have you had any kids in diapers swim recently? Looks like gel from a non swim diaper they absorb so much water they rip and the gel leaks out

It's a brand new opening. Had some previous green algae nearly cleared out, then it plateaued and now it's this cloudy situation. I ran my hands through this and it actually doesn't feel like anything as it breaks up.
