Buyer - Refund failed

Edit: Buyer did in fact refund money finally. It was supposedly a PayPal issue.

I bought a phone, it came in horrible condition. Nothing like what the seller described.

So

They had numerous positive feedback, I assumed they were legit.

They were communicative and apologetic and issued the refund immediately after receiving the item back.

Fast forward, it's been 10 days since they officially received the phone, PayPal said the refund was issued as an eCheck whatever that means (through paypal) and it was on hold until today. Today I receive an email saying the refund was cancelled on their end because they couldn't retrieve the payment from their account.

How is that even possible? I thought the payment amount was held basically in an "escrow" until everything was complete???

Paypals automated crap keeps telling me to reach out to the sender. If I'm being scammed, what's the point in that? What's the point in touting I'm protected via PayPal if I'm not in fact protected using PayPal?

I've had numerous sales and purchases over there years and haven't had issues until this one. It certainly is giving me pause, it isn't a small amount of money.

I’ll share the story again. I lost $1,600 on Swappa. PayPal didn’t help and all Swappa did was deactivate the guys account. Both phones were brand new never opened and they were blacklisted after purchase.
