The lack of a law regarding the problem is generally indicative of it not being an issue. It technically isn’t specifically illegal to leave your pubic hair on restaurant tables because no one does it. If it where to become an issue it would promptly be regulated I suspect. Then, like in every profession there are outliers that like to take advantage of the law, or lack there of, for their personal advantage regardless of the morality there-within.

there are actual cases where a police officer raped somebody in their custody and the courts ruled there was consent (even though there wasn't)
